There is no proper method to design any material; it's just based on experience and some basic skills. By the way, you can try using the following steps:-
Step 1: Make lattice P1
Step 2: Make a supercell of 1x1x2 lattice (assume Z direction is the stacking direction)
Step 3: Now select the second layer and rotate it to make staggered or whatever you want.

If you have designed one layer then you just need to right-click on the materials studio window and select "Display Style" now you can go to the lattice menu and in max. tab put 1 in each now you will be having 1x1x1 unit cell with one layer at down and one layer above now you need to decrease the distance between layers by going to rebuild menu and after that, you will be able to get layered structure.
In this case, we got an eclipse stacking layered structure. My point is how to rotate only one layer to get a staggered structure. For your reference, I attached an image below. Please check. Thanks
