I know how to do this in NetSim. It can be interfaced to MATLAB and you can run the fuzzy logic (or any other algo) for clustering in MATLAB and then NetSim will dynamically interact with MATLAB for all the network communication simulation

I think u can not interface between NS2 and MATLAB.
