One of the most important factor for publishing research paper in a very good journals is the originality and novelty of the research work. However, What are the criteria that the reviewers are follows to judge on your work.
Many and not all reputable scientific journals asked researcher to submit an originality report at the same time of draft paper submission, so that means, each researcher have to use originality software detector for example:
Besides, reviewer and due to to his experience in his field of knowledge and by using software like the above mentioned one can easily check originality ratio.

I agreed with you some software are very useful and accurate for checking the originality of a research paper. but, I think it is difficult to determine the novelty of work depending on software only. So, the human experience will play a crucial role here. On the same time , less experience or lack of time will adversely affect the reviewer decision.

In my opinion originality of the work arises from either economical issue or geographical in case of common theoretical analysis, otherwise there is a new practical solution.
