Which is better approach to naming a title for research paper...?
-Short title that is specific to the topic
-Long title describing almost in a narrative form
Which approach has better chance for exposure, readership, pick up by search engine, etc?

I agree with this approach.
The tittle should be according to the research content;
If, topic/field is relatively new then some narration may be required; and
If, topic/field is known then tittle may be short and specific.

The title of the research paper should be simple, clearly emphasize the major objective and the outcome.
Some long titles are like a short abstract, and are difficult to remember.
KISS = Keep It Short and Simple.
Very crucial question . I think the
title should reflect the objective
of the project but it should be concise.
