I think you mean the max number of refs in a single article. Most journals do not have a limit, but in management, IMO, when the number of refs exceeds 120 (except for review articles), the editorial team may raise a red flag. But personally, I have had papers with more than 120.
Also note that citing the work of the reviewers triples the change of acceptance , there was a study that confirmed that.
