As cosmology and astrophysics are only two topics within the wider area of astronomy, let me talk about E/E and astronomy:
Astronomy uses tools developed by E/E engineers :)
OK - E/E is based on physical laws that apply as well "on the larger scale", but my guess is that this is not the point you are interested in.
Some of the most interesting problems in C&A depend on high-tech tools developed by E&E: fast-electronics, sensors, actuators (for telescopes), space technology, etc...on the other hand, some of the most important technologies in use were developed "under the umbrella" of C&A: fast communication networks, supercomputers, wi-fi, CCD's, etc....it is a symbiotic relation :-)
