Put it into a metal container and earth it. When youhandle or pur the powder use metal objects and ground hem by a wire.

They also make antistatic handheld wands and benchtop devices that work pretty well.
Look into a "hopper" from a manufacturer like Nordson. It's the container that is used to store the material when powder-coating. They all have to be grounded to prevent sparks from the electrostatic discharge of the gun. They are available in many sizes as well.
