You have to first model it. Then during meshing time you have to use isotropic element type and material properties in isotropic sheet region and composite element type and material properties in composite region. So, here three different material models and two different element type you have to use. Meshing you do by using mesh tool. In mesh tool, before meshing you have set the element type and material properties as per your requirement.
In my opinion, you should consider the two sheets separately, mesh them one by one, assigning different elastic modulus and other material properties, after the meshing has been done orient the two volumes one sheet on the top of other using coordinate offset tools and create contact between the elements.
