How can the Scan Line Error of LandSat 7 ETM+ be corrected and what software can handle it very well. I've tried Idrisi Taiga but it is not still okay.

I have ever had problems similar yours when i worked with Landsat from 2005 to 2011. When I contact NASA, they suggested me contact with some centers, but I think we can pay some for correcting line error.
have you tried Erdas Imagine Software it can considerably fill the black gaps ( 100 % is impossible by any software as it is basically technical problem in satellite )

As Vassilis and Abhijit suggest, if you have ENVI, you can save the Gap_fill file, impoirt it into ENVI and use that to partially clean up gaps from another Landsat image of the same area, from some other date. Preferably the date should be of the same season, to avoid vegetation phenology changes that lead to different spectral reflectances. Even then, the striping may not be completely gone; however, still the results are often much better than the original with stripes.
