How can I prove that a plant extract has an effect in reducing the desire for tobacco without human experimentation?

We have a herbal extract which is expected to dispense dependence on tobacco in human. We have no access to human trial at this stage.

Is there any other method to test for this ability of the product in reducing / curing tobacco dependence?
