On what basis should the Ψ and φ values be selected

You want to build by hand a peptide? This is impossible, as it is basically impossible to add hoc predict the tertiary structure of a peptide just from its sequence. You should use one of the available methods for peptide structure prediction - see the available servers online (obviously without any guarantee theu will find the correct structure, unless you have a crystal structure).
