I have been asked for a copy of this publication. This is a 6 volume hard-copy book series and has been out of print since the early 1980s. The only way to get a copy is through used book stores and specialty book services. I only have my set of this publication and I don't have the resouces to scan the more than a thousand pages. Perhaps requests to the U.S. Fish and Wildlife Service might get them to reprint the series or to scan it and publish it electronically.
