The skin impedance has been widely investigated over the last 40 years. Cole-Cole equation has been successfully used for extracting the electrical properties of skin by modelling it with phase sensitive element.
There is a clear link between skin sweat and skin impedance. Sweat, essentially a saline solution, has a lowering effect on the impedance seen by a couple of electrodes.
If the dermis of the skin is thicker than "normal" it would most definitely influence sweat rate, as cooling can't happen at the tempo it is supposed to.
