Specimen 1 is more difficult to identify; I would need to count dorsal and anal fin rays, scales on head and body, and probably also need to see papillae on the head.
I don't think it could be Eugnathogobius variegatus (formerly Calamiana variegata), which has a different head shape and different colour pattern (and furthermore does not occur in India); see the paper of Larson (1999) for a redescription of that species:

The problem is that I need additional data for a better identification, including prevomerine dentition, details of the opercle and preopercle, and head papillae.
