There are many low quality journals that would publish your work in a matter of weeks. Better to publish your work in higher quality journals that are indexed by SCOPUS or Web of Science.
In many cases most journals and more especially good ones take time. However, Springer responds in reasonable good time.

If by SCI he means SCI not SCIE, then I am afraid IEEE Access does not meet his requirement. There are some good journal recommendation systems of Elsevier and Springer which you can check to know the journal relevant to the scope of the paper.
