That's a complex question and it’s difficult to give an accurately answer without more specific information. What I would recommend is to schedule the sowing date in order to avoid abiotic stress (heat, cold, lack of water available,...) and biotic ones that can negatively affect the emergence of the seedlings. It has also to be considered the terminal stress that can affect the crop around harvesting in order to prevent negative effects on quality and pre-harvest sprouting problems if it’s the case. Of course, these advices will strongly depend on the target region you are considering, so I cannot specify more detailed information.
If you can use improved semi-dwarf cultivars that are resistant to the pests and diseases common on your target area, and also resistant to lodging problems, it will help you to get the most of your crop and ease the use of irrigation. As you know, these cultivars are able to be fertilized thus contributing to performance of the crop. Another issue that has to be considered is the soil characteristics (soil texture, depth, ...) since it will affect the water and nutrient availability of the crop.
I hope that these general (and brief) advises can help you in your aim Amjad
