It is a very interesting topic. I think it is necessary and really helpful for the researchers. But It seems we need some data (may be the real data in practice) at first.
There are no such specific organization that publish any documentation for benchmark services. But there are few like CSA, NIST, DMTF etc. which are coming up with a good amount of research and white papers. I am concentrating on non-functional parameters so I refereed CSA (Cloud Security Alliance).
Their are few benchmark tools like sysbench , IOZone , iperf etc. from which we can measure the performance of services deployed on cloud platform.

Cost - From the User point of view. Cost Varies w.r.t Zones.Say running a VM in Asia pacific or USA - the cost varies.
