Aeration will increase the heat transfer as it increase the surface area of the fliud. But you have to take care of water loss also due to blowoff or vaporization. (if it is open to atmosphere)

How can you gather heat in a tank since heat is a transient phenomena. It is affected by any temperature difference. As a matter of fact your question needs more explanation.

Thanks for the question. Sir I am using fins connected to walls which are generating heat. Now water flowing inside the cylinder is collecting this heat, which I referred to as gathering heat. If you need more explanation please write me.

Usually in air conditioning the heat you gathered in the  water can be got rid off in 

a cooling tower but in this case you will lose part of the water due to evaporation.

Another way you can blow air through tubes which are to be embedded in the tank.

Thanks for your answer. Sir here air conditioning will help but it will increase the cost. Blowing air through tubes will be similar to the existing water cooling systems( for electronics cooling) . I was aware of the water getting lost but if it increases the heat transfer rate considerably should we adopt it ?  

Then if water is not a problem in your place then try to top it up to compensate for the loss. If water is circulated through a water to air heat exchanger this may help your case without losing water.
