Difference between stop and reboot VM ?

To manage my virtual machine park (VM) I use the Open source solution Proxmox.

I noticed when changing parameters in the VM configuration that the changes were taken into account after a total stop of the VM, unlike a VM reboot.

Does this mechanism is it encountered on other hypervisor like VMware?
