Thanks for sharing this issue. If you check hashtag #LeaveNoOneBehind (on Google, in Twitter) you will discover that the UN development orgs. have at least good intentions. But delivery on the ground is very hard. It would be beneficial if policies are designed and implemented with the principle "First focus on the marginalized".

One driver of inequality is language, the lack of educational and other content in the mother tongues of the marginalized. Low literacy skill levels puts people at a disadvantage.

However, in the era of digital interdependence and cooperation, the creation of (online) content in more languages has become much easier than it used to be.

This offers an opportunity to better explain the features of "public services" and the Public Sphere ( as studied by Jürgen Habermas), their role in development, dependencies, and invite the voice of the marginalized in the planning of development initiatives for them.

Doing all this relies on literacy in the mother tongue, and on options for services or solutions. What should be translated to support the debate, trust building, etc? Development and Social Exclusion - This issue needs clarity on two aspects : First how you define both. Second what's the reference to context. The UN SDG s are good in theory but when it comes to implementing all, the local authorities come into picture.

Local / national policy makers are highly obliged towards power structure which is mostly governed by the mainstream superior caste or class.

So by default the policy makers incline towards exclusion of marginal people. It's a vicious cycle to break.
