Well it depends on your definition of "top list". Every cloud service provider has a ton of cloud service offerings for diverse usecases. Also, there is really no known yardstick for measuring what is best since cloud users have unique requirements/expectations. Therefore, one has to first define what these are and possibly state why these requirements are more important.
Furthermore, if you have done some research on the existing cloud services, feel free to publish or summarize your results. This might be useful for others, especially if you employed some interesting methodologies.
I don’t think so it is very advisable thing. Till the time you have not done Reserch on it. when someone will be reading your work, they might can take this as a recommendation. So if u have done some research or have some methodology to it thn you can. Otherwise write some blog for it.
