Yes. Community and vocational colleges are excellent in meeting these needs. For example if a new industry is being located in a region and the the skills of the workers in that community do not meet the requirements of the company, an easy way would be to put short courses together and educate the interested members of the community to provide the skills that the industry needs in a short period of time. This has been done very successfully in the United States and thus minimizes issues of finding qualified labor from far away. This is a win-win strategy for the community as well as the employer.

Infrastructure, microfinance and particulalrly training have probably been the most common strategies for poverty reduction, however it is not enough. Collective actions must be more broad, integral and systemic, working harder at the bottlenecks, which vary depending on the local context.
