Curriculum should cover and meet the needs of learners. As my experience, categorical curriculum may be suitable to meet the language learners needs in all over the world.

A curriculum should be wholistic and based on the learners' needs. Additionally, it should be localized to meet the learners' need based on the available resources. A curriculum guides educators as to what is essential for teaching and learning so as to afford every learner access to rigorous academic experiences
