What is the best way to implement cloud computing algorithms such as a load balancing algorithm on cloud infrastructure instead of using a simulator?
Does cloud benchmark tools suffice for this? if yes any recommendation on verified tools?

OpenStack is a cloud operating system that controls large pools of 1) compute, 2) storage, and 3) networking resources throughout a datacenter, all managed and provisioned through APIs with common authentication mechanisms.
For Compute, there are different modules for managing Virtual Machine (Nova), Containers (Zun) and Functions (Qinling).
For Networking, there are modules for Software-Defined Networking (SDN) (Neutron), Load-Balancing (Octavia) and Domain Name Server (DNS) (Designate)
For Storage, there are:
Object Storage (Swift)
Block Storage (Cinder) and
File Storage (Manilla).

Thank you for the information. I am aware of Octavia. However, I am interested in how to implement a custom algorithm to a cloud's existing one. So take, for instance, Octavia currently implements round robin and I want to modify it, what is the best way to go about this.
