I don´t think that this is an ethical issue, but as editor in chief of a scientific journal I think that no editor would appreciate such a behavior very much. I would recommend to consider really very carefully which journal would fit best for your research.
you cand send your query directly to the journal´s editor, without submitting your paper, as some editos are willing to give you a quick answer regarding these issues prior submission. Best regards,

Thank you very much for sharing this question. A default style in publication procedure is to submit a full text paper not only its abstract!! this is first point. Secondly, it is not allowed to such incomplete submission, hence I advice you to submit your full text to one trusted journal.
I have permanent problem in my RG messaging profile! so that makes me un able to reply privately.
I think journals in general ask for full manuscript as a first step for submission unlike conferences which allow to submit the abstract only.
However, in case that some journals have the abstract submission property, I think you can send to many journals since it is just a paragraph, and once you get acceptance for your abstract, you should submit your full paper to only one journal to avoid any ethical issue.

The fact is that we are somewhat divided on the issue and so maybe it should be avoided. The comparison for conference and paper submission is useful.
One conclusion, it remains at the discretion of everyone, author or editor, knowing that the primary intention was to avoid rejection for the used tool or irrelevant audience.
