Can water Raman signal give second order in luminescence spectrum. For instance, upon excitation wavelength of 350 nm water Raman peak is detected at 398 nm. There is another broad band at roughly 790 nm. Can it be designated as second order of Raman peak?

Yes water can give 2nd order Raman in luminescence spectrum. There are two easy way to confirm it. 1. Change in excitation wavelength (Raman peak is excitation wavelength dependent), 2. Use of long pass filter (it will cut lower wavelength signal).
