I am working on the rehabilitation of a concrete building. We get some cores from the columns and the results shows that some of them have f'c equal to 8Mpa. Can we increase the f'c to 24Mpa only with confinement caused by steel jackets?

I have read the following article. I used the proposed equations where results in that a 1.5 cm steel jacket for a square 45x45 column can improve f'c from 8Mpa to 24 Mpa. Is it true?
