Can someone please tell me the steps to follow when perform a simulation on base station sleeping algorithm with matlab?

I am working on energy efficiency in wireless mobile network using base station sleeping technique. I am in need of ideas on what parameters to consider before starting the coding with matlab. I would appreciate if anyone can give me a breakdown on how this can be done.
