My research area is Machine Learning. I need to publish my research paper in any good scopus indexed journal and in quick time. The publication is must for PhD submission and thus I need a journal with minimum review time.

IEEE Access journal could be an option: according to their website, you could have your publication in about a month, a month and half. It is a multidisciplinary, open access journal with an impact factor of about 3.2. Main drawback: the charge for a publication is around 1700$.
You can also have a look to special issues of specific journals in your field to see if there is the opportunity to publish with them, but the whole publishing process is usually longer.
