I am suspecting plagiarism of earlier ideas of mine from a IFAC paper that I published in 2007. Recently, as I googled the search topics I came across a paper written in Chinese and translated (somewhat) using Google Translate, where I was cited at [1]. Later, the same paper title was submitted to IEEE in English and published in 2011. This time around, no citation to my earlier work was made whatsoever. I believe that that large ideas were lifted off from my earlier work without proper acknowledgment.

The converse is also true and problematic i.e. that citations are recorded in other language journals but will not appear in SCOPUS and other well-established citation databases.

I have reported my particular issue to IEEE, but I am really bothered. Please help.
