After the success of the Artificial Bee Colony algorithm for optimization tasks of local search algorithms, Artificial Neural Networks is among the most irresistible research areas in the field of Soft Computing. Furthermore, researchers have developed attractive algorithms based on nature intelligence behavior Like CS, BA, DSA... etc. The one research article "Honey Bees Inspired Learning Algorithm: Nature Intelligence Can Predict Natural Disaster," is going to publish in Springer. This paper was successfully used to predict earthquake hazard with high efficiency. Can we say that nature intelligence algorithms can solve optimization problems?
There are lot of nature inspired soft computing techniques are developed that itself proves that nature solve the problem.

The only thing that nature can do is to follow physical laws.
During biological evolution a group of individuals emerge which guarantee further reproduction (adaptation). As human you can study some these individuals and try
to infer what mechanisms in the individuals can be used to solve problems. The inference can be correct (lotus effect) or not (polar bear fur). Biological systems are not always optimal (human eye).
Dear Habib, I am sure you know S. Kauffman's book "Reinventing the Sacred". It provides fine arguments regarding your question - brought out by a biologist.
From a philosophical point of view, it is necessary to distinguish between an objectivist conception of nature, and an organic one.
From a different standpoint J. Gribbin wrote a fascinating book: "In the beginning. The birth of a living universe". Gribbin is, as we know, a serious scientist, too.
From an objectivist point of view, nature, i.e. the universe is a sheer physical dimension, just subject to physical laws. The trouble here is that we do not know all the laws that do govern the universe. (Penrose has brought good arguments about this). In contrast, it can also be assessed that nature does learn, adapt and behave on its own. The closest arguments to these come from the study of animal behaviors...
