As you mentioned in your problem, to design your specific resonator using CST, so You can. You can optimize your design using parametric optimization tool inbuilt in CST.  Paper which you've attached, can be possible to imitate using CST.

You go help tool of CST and then Antenna design or Resonator and select, then go to its history and read step by step procedures.
