Can Dubai be an Islamic Banking /FinanceHub?

Dubai is planning to be a capital for Islamic economy. Could you suggest briefly on these lines.

Saudi Arabia and Malaysia have established and deep rooted their bases in the field of Islamic finance. So if Dubai to become Islamic hub, might need to do a lot of spade work.
