There is significant literature on Distributed Denial of Service (DDoS) applications and risk management. The first paper that I found focusses on the vulnerability of web applications to DDoS attacks, and presents an active distributed defense system that has a deployment mixture of sub‐systems to protect web applications from DDoS attacks.

In terms of literature review, the following two publications are relevant. The first might come in handy as proposes some measures for dealing with such attacks.

I would also suggest a number of paper dealing with DDoS Issue in the cloud environment in particular.
