What might be possible range of voltage to be applied for high loss and low loss materials?
I only know that in high loss materials sometimes a DC bias voltage is applied in addition to the AC signal to separate highly mobile and bound charge responses. I can suggest the book of Jonscher: Dielectric Relaxation in Solids. In low loss materials it is less important.
Dielectric measurement in presence of oscillating field is significant for gases or dilute solutions as they are high loss materials.
In dielectric measurement, we are measuring the impedance of the sample and we are converting it in to various parameters such as capacitance etc.., as we know that impedance is the resistance of the sample in presence of ac voltage,hence it is necessary to have ac field for impedance measurement or simply it can also be understand from z=1/jwc,if w=0 i.e.,z---->infinity that means capacitor blocks DC,no out put will come, hence to measure Z=V/I ,we need ac voltage for which the value of Z is finite.
