Having fast reviews really depends on the editor of the journal at that time.

Usually u want to target IEEE transactions, so my advise would be to check (based on the recent issues) and see when was the draft received and when was the journal published.

Sample couple of the transactions and hopefully u that will work it out for u.

I agree with @Mohaideen, on the scimago link. However, fast review process is a difficult thing to comment on.

You might want to check paid journals as well, such as:

AICIT: http://www.aicit.org/

Sometimes they do provide quicker response.
