I want to set up a cloud based IaaS, I have two HP G9 servers in my university, I want to have at least 75 VMs and also I have to connect some thin clients to use these Infrastructure.
Actually, the users with their thin clients may connect to server to use CPU and other Infrastructures.
I would consider using OpenStack for your private cloud. Usually you would want more than two servers as part of the cloud, but here is a link on how someone got it working with two nodes. I have also used devstack to do development work with OpenStack (see second link) on a single node. I haven't played with OpenStack installs in a while, but when I did (about two years ago), it wasn't easy to get it working. I don't have hands on experience with the alternative open source cloud packages (e.g. CloudStack, Eucalyptus, OpenNebula).

Sorry, I don't have experience with matching servers with thin clients. It would also depend on the workload and the number of simultaneous users you are expecting.
There are some users that want to use internet and some normal applications like Microsoft Word and Excel...

With the OpenStack default settings, you can use 16 vCPUs with one physical CPU cores. The RAM-ration is1.5:1. (Someone told me, that devstack-installtion use a 1:1 ratio, but I am not sure).
I use 1:1 ratio, but use hyperthreading, so I count with more CPU cores that I have in real.

talking about vcpu overcommit you can set any number just modifying nova.conf

Default CPU overcommit ratio - 16
Default memory overcommit ratio - 1.5
Use the cpu_allocation_ratio and ram_allocation_ratio directives in /etc/nova/nova.conf to change these default settings.

If you are planning to use OpenStack try a Canonical deploy using MaaS and JuJu, devstack is not a production grade openstack, it's only a development environment.

1. How do you have 76 cores in each server, is it a 4-socket server?
2. The thin clients will access VM as desktop VM? On that case you should need a manager for desktop cloud. It also depends on what protocol you are using to access VM and whether your cloud system supports these protocol.
