Best ways to normalize two-dimensional datasets with different scales and large difference in values?

To calculate a physical machine computing resource utilization considering multiple parameters such as CPU, RAM; As their scales (instructions per second, megabytes) differ. I could not add their values directly to get the total utilization. I would like to normalize/standardize the values with the current and previous values. I am wondering if anyone helps me with the best possible normalization techniques for the large distance values?
