Are these fossil fragments fish or lizard?

These fragments were collected from Bridger B in Wyoming. I have seen these identified as lizard scutes, but in a museum collection of Bridger B material I recently visited, these were identified as fish scales. I am wondering if anyone can confirm fish scales or lizard scutes or something else. Any help would be very appreciated.

Its clearly dermal bone, and since these are terrestrial Paleogene/Eocene my money is on lizard scutes. Maybe more material of Naocephalus?
