There is much written on successful nonfiction writing. These books cover concepts such as sentence structure, word use, verbs over nouns, etc. Are there tools that quantify these rules? Are there standardized methods to evaluate the quality of a sentence and the context in which it is in?

As a craft we have a toolbox. From this toolbox we must learn the purpose of each tool and the best way to use them. Then we can build from it. Style will follow. If we only aim for style we drown out communication with fuzzy verbs, senseless adjectives and broken topics.
