From perspective of schools and educational institutes, in our current high-tech internet era, the meaning of the fraud is not as clear as before; schools recommends children and adult-students to to use this media in daily bases, but how far they could go, varies from one individual to another,and from one program to another.
Well, of course there are some attempts. The bigger problem is how to eliminate them, or prevent them. The problem is even bigger, if fraud attempts are deeply rooten in social culture, where successfull attempts are being perceived as a kind of virtue, and a person practicing it - as a smart one, and efficient in achieving own goals. In such circumstances eliminating frauds is really a hard issue, with no environmental sanction and condemnation.
You can try to apply some solutions on the institutional level. The basic problem is that, except of the general acceptance, usually they require some investments. For example, in our university we did apply a programme to prevent plagiarism in stutent's diploma theses. This is a special computer software delivered by third-party company, which is based on a special algorithm to detect plagiarism. In case of positive result, the case is being sent for prosecutor's investigation.
