It depends upon guidelines of the journal. Before write a research paper, select the journal in which you want to submit then follow their instructions and guidelines for authors.

Robin Is correct, most journals specify length of paper by number of pages of specific size, font size etc. or number of words with style of referencing. However, in many cases length of paper is not defined as one cannot say as in how many pages a research problem can be judiciously presented or communicated. The rule of thumb is parsimony, concise and clear language and only with figure must for clarify idea, concept etc.
