Dear Clement,

This is an intriguing question. At the moment I am tempted to say that the hashtag is an orthographic marker that has a meta-communicative function specific to computer-mediated communication. Hashtagged words seem as adjectives: 'the #metoo movement' and 'the progressive movement' seem like having similar distribution/collocation, to me.
