Apart from cluster based approach in MTC or M2M communication, in which groups are formed to scale down the signaling overhead, is there any other approach/technique/scenario in MTC which can be seen to have applied the concept of data offloading?
Yes. An important emerging field of research is to use whitespace networking, dynamic spectrum access and cognitive radio networking concepts, to offload sensed data from machines/devices over long distances either bypassing a clusterhead or reducing the number of hops from the source machine to its intended destination. For example, TV signals, Radar Signals may travel longer distances and penetrate walls.
Spectrum not utilized in this band could be allocated temporarily for M2M or mTC communications, such that a local clustering based phenomena is not mandatory. Each machine may have two communication interfaces (just like today's smart phones have a WiFi and a cellular interface - which can switch among each other), general communication and offloading can have different wireless medium, and the spectrum used is flexible based on type of need and availability. This concept has several advantages over traditional clustering approaches. You can check one of my papers which has a similar concept. - "Cloud service for Trust management in Cognitive Radio Networks", where spectrum occupancy data could be offloaded using cellular whitespace.
There are other papers from Microsoft Research that discuss sensor networks data offload using TV whitespace.
