I am PhD student from the Philippines and would like to apply for the ASEAN-India Science and Technology Research Fellowship. Part of the requirements for this 6-month research fellowship is a letter from and Indian Professor or from an Indian Institution that they are willing to supervise and support my research study.
I am particularly interested on studying bioactivities of different extracts from sea stars common in the Philippines since this diverse biodiversity is yet to be explored

I would suggest you to find some faculty members who work on the subject you are emphasizing and approach them directly by mailing them. That would be the most appropriate way of approaching.
Thank you for your response Dr Nirjhar Dasgupta . To be honest, I emailed 30-50 prolific researchers from India and/or Indian Institutions. I got 2 replies and they were on sabbatical leave. I used this platform because most researchers are active here online and they can easily read posts and comments. Thanks!
